Stan Lou - Co-President
Stan retired in 2003 after a successful career as a civil engineer and manager of the airports grants program with the Federal Aviation Administration. Immediately after retirement, he taught English at a university in Jiangxi Province in China for two and a half years. He came to the realization that he owed much of his success and good life to his parents who migrated from Canton to Mississippi in the 1930s. He had always considered himself to be intelligent, but it took a long time to understand the hardships, prejudices, unfair treatment, and sacrifices that his parents and other Chinese immigrants suffered in order that he and other second generation Chinese Americans could enjoy good lives.
He wants to make up for this late awakening by being able to pass on this unique history of our ancestors to Americans, Chinese and non-Chinese. He also wants to work to highlight and prevent injustices against Chinese and other minority races mainly because we are not “WASPs.” He feels that OCA has these goals on its agenda, and it is his hope that we can all work together to realize these and other worthwhile goals.
Stan Tsai - Co-President
Wilbur H. Friedman - Treasurer
Wilbur is a retired government lawyer with three grandchildren. In 1990 and 1994, he was the campaign treasurer of Alan Cheung, one of the first two Asian-Americans ever to be elected in Maryland to public office in Maryland. In 1993, he first joined OCADC. In 1996-2001, he was a member of the OCADC Executive Board. In 2004, he was executive director of the Maryland Vietnamese Mutual Association, where he is currently an advisor. In February 2007, he rejoined the OCA-DC Executive Board as treasurer.
This year, he is also treasurer for
(a) Judy Docca, a member of the Montgomery County school board and (b) the Montgomery County Green Democrats.
He is a trustee of Bel Cantanti, which puts on operas in Montgomery County and elsewhere at very reasonable prices.
Annette Cheng - V.P. Membership
Annette is currently a representative of the County’s Limited English Proficiency (LEP) committee and serves on its advisory board to develop a County-wide policies and regulations. She has also served as the Treasurer for the Montgomery County Asian Pacific American Employees Association (APAEA) for the past 4 years.
In August 2006, Annette was invited by the OCA-DC to participate in the annual convention in Philadelphia and was extremely fascinated with the contributions that OCA has made on behalf of Asian communities. Impressed by the success of this organization and its involvement in community and educational programs, Annette joined OCA-DC in October of this year.
Mary Tom - V.P. Community Outreach
Mary is currently employed with the U.S. Department of Health and Human Services (DHHS) as a Program Manager for Native Hawaiian Health Care Systems (NHHCS) in Hawaii and a Project Officer of California community health centers (CHCs). Mary is particularly honored that she has the opportunity to oversee Asian CHCs in San Francisco, Oakland and Los Angeles.
As an extension of Mary's public health work to assure quality, comprehensive primary health care delivery in underserved and uninsured communities in California, she has compassion for the needs of the local APA/API communities and advocates, on their behalf, through OCA-DC Chapter community outreach activities.
Mary serves as Special Counsel to the Chair of the National Association of Professional Asian American Women (NAPAW) and was appointed to serve as Conference Chair for NAPAW's 2010 Training Conference in collaboration with the U.S. Department of Education. Spiritually, Mary also extends a heart of support to the women, young adults, and elderly of her church, Chinese Bible Church of Maryland (CBCM), in Rockville, MD.
Echo Zhang - V.P. Communications
Echo came originally from Shenzhen, China. She is currently working as a Financial Advisor focusing on risk management, retirement distribution, and wealth transfer for Morgan Stanley Smith Barney. Echo lives in Frederick County with her husband and a daughter.
Echo has been involved with OCA since 2007. In 2008, she participated in the OCA National Convention held in Washington, D.C and was so very impressed with the achievements and mission of OCA. Echo is passionate about helping others and supports the social justice and social service needs of Asian populations. Other than OCA-DC, Echo is also a member of the Maryland-China Business Council (MCBC), the National Association of Asian American Professionals (NAAP), and the National Association of Professional Asian American Women (NAPAW). Larry Shinagawa - V.P. At-Large
Larry is Director of Asian American Studies and Associate Professor of American Studies at the University of Maryland. For the past 30 years, he has been involved in the fields of sociology, American studies, multicultural education, ethnic studies, and Asian American studies.
Larry’s research areas are in the social demography of US racial groups, intermarriage, multiracial identity, and Asian American culture and community. His public policy studies and research for national civil rights and Asian American advocacy organizations has led to improvements in health care, redistricting, census counts, and reforms in police practices. He is currently on the Board of the National Association for Ethnic Studies and participates as a board member for other national and regional non-profit community-based organizations and research organizations.
Jeffrey Wu - V.P. Commuity-Relations
Jeffrey Wu was born and raised in Taiwan and came to the United States in 1972 to study computer systems at School of Advanced Technology (SAT) at the State University of New York, where he served in the Graduate Student Organization. Jeffrey has served on the PTA at Stone Mill Elementary School, North Potomac, MD where his children attended school. He was Vice-President of the United States Tennis Association (USTA) Maryland District and Committee Head of Minority Involvement in USTA Mid-Atlantic Section.
Jeffrey was a board member in the Asian Pacific American Network group at Fannie Mae. He was also selected by Fannie Mae to participate in the Leadership Training for Asian Pacific Americans (LEAP) in Los Angeles in 2006. In 2006, he had spent one entire week in New Orleans rebuilding houses after Hurricane Katrina’s destruction. In November of 2008, Jeffrey organized a group of Chinese being interviewed by a Gazette reporter on recent crime against Asian in Montgomery County, MD, and he coordinated a group of 109 volunteers to attend Fannie Mae’s Walk for the homeless Walkathon.
Jim McCallum - V.P. At-Large
Jim McCallum is originally from the western United States and Hawaii but he has now lived in the Washington, DC, area for more than 20 years. He has worked with ocean and fisheries issues for most of that time for the University of Washington, the coastal States, the US House of Representatives, and currently for NOAA Fisheries (National Oceanic and Atmospheric Administration).
Jim began as a volunteer at several OCA events, and then became Vice President for Community Service. In 2006, he was elected to the office of Executive Vice President. He looks forward to working with the rest of the Board and with the OCA-DC membership at large to increase our services to the membership and to our member communities in areas such as voter registration, health, education, and general civil rights advocacy.
Jim's wife Gale Awaya McCallum is Program Director of the Gates Millennium Scholars/Asian Pacific Islander Americans.
Vivian Yao - V.P. At-Large
Vivian works as a legislative analyst for the Montgomery County Council. Prior to that, Vivian was a senior planner for the Montgomery County Department of Housing and Community Affairs and the nonprofit representative on the administrative team for the Linkages to Learning program, a comprehensive school-based program serving at-risk children and their families. She is an active volunteer with a number of community-based organizations including the Acts and Humanities Council of Montgomery County, United Way of the National Capital Area, and WETA’s Community Advisory Committee. Vivian joined OCA to support the social justice and social service needs of vulnerable Asian populations and promote participation in philanthropic and community activities.
Kimberly Li- V.P. At-Large
Kim is originally from Minnesota and came to D.C. 2 years ago when she joined OPNET Technologies' Information Systems Department as a Technical Buyer. Prior to that, she received her Bachelor of Arts in Economics as well as East Asian Languages and Civilizations from the University of Chicago. She initially joined OCA-DC as a volunteer for the annual gala but this year she has taken on a more active role in the organization as V.P. - At Large in order to better understand the social justice issues pertaining to the API community and to promote OCA's causes amongst other young professionals in the city. Kim is also a Visitor Services volunteer for the National Air and Space Museum and an active member of the University of Chicago's D.C. Alumni Club's programming committee.
Emily Peng - V.P. At-Large
Emily's interest in Asian American awareness began at the University of Delaware, where she was an active board member of her campus' Chinese Cultural Student Association. As VP-At large for OCA, Emily is excited to take a more active role in political and social justice issues that Asian Americans currently face. In her spare time, she runs for the Montgomery County Road Runners and occasionally freelances for the online Asian-American women magazine, www.asiancemagazine.com
